   The indigenously-built nuclear-powered submarine INS Arihant at the naval dockyard of the Eastern Naval Command (ENC) in Visakhapatnam was officially launched by Prime Minister Man Mohan Singh and his wife on 26th July 2009

INS Arihant is a nuclear powered and Nuclear capable submarine

INS Arihant is a second strike capability, which means this submarine is capable of retaliate in case of a Nuclear ware even if India lost all its nuclear capable war infrastructure

INS Arihant needs to go testing for at least 2 years for 100% usability.
India's sailors for nuclear submarine have been trained by Russia since 1980s

Unlike in the USA not the president but the prime minister's is the final decision to fire a nuclear weapon from INS Arihant
My guess is the submarine was built at IGCAR near Chennai, Tamil Nadu. There was once an US Navy chopper that was circling Kalpakkam and was forced back to its ship at the Chennai port.
I was able to collect only these details... Any one has more?

	This submarine, code-named advanced technology vessel (ATV), is reported to have been designed on the lines of Charlie-1 submarine which India had leased from the former Soviet Union in the late 1980s. Earlier, India did not have a nuclear-powered submarine for which Pontoon (replica of a submarine) was being used during the test of SLBM K-15 (Sagarika)

	Just as I guessed it right the "INS Arihant" was built in TamilNadu (Kalpakkam) under the code name PRP.. times of India reported this today in the very first page...
