KOCHI: Everything is rotten in Kerala’s IT domain. Last fortnight, Kerala Government spent Rs 25 lakh for a three-day bash to propagate free software in the state. Nobody knows what came out of it. If the followers of free software believe the CPM is on a dedicated endeavour to promote free software in the state, they could be hopelessly wrong. In the name of promoting free software, the IT Mission is being used as a hub to promote ‘Janasakthi’, an outfit launched by the VS loyalists ousted from the party and crores of rupees are being pumped out to it. Arun M, the prime promoter of the Society for the Promotion of Alternative Computing and Employment (SPACE) was appointed as the special officer in charge of the Free and Open Source Software (FOSS) project of the IT Mission. As per norms, the IT Mission can allot works costing more than Rs 20,000 only through tender procedures. On the other hand, SPACE, a non-governmental institution, is being given projects that run into crores of rupees. More alarmingly, the projects are given away to the SPACE directly without going through the required tender process. ‘Malayalam Computing’ and ‘Insight’ are the main projects assigned to the SPACE. “For Insight project, the government allotted Rs 15 lakh in 2007 and Rs 50 lakh this year,’’ Ajay Kumar, IT Secretary and chairman of Kerala State IT Mission, told this website's newspaper. “We approved the project for ‘Insight’ submitted by the SPACE and there wasn’t any tender procedures for the project,” he confessed. Hardly any amount has been set apart for Malayalam computing, he said. But it is reliably learnt that Rs 94 lakh was set apart for Malayalam Computing, of which Rs 43 lakh has been spent so far. The ‘Asset Management’ costing Rs 25 lakh and ‘ICT for Underprivileged Sectors’ for Rs 50 lakh are the other major projects allotted to the SPACE. In the case of many of the projects by the IT Mission, it is comparatively easy to asses the cost as there involves some tangible materials for the conduct of the project. But so far as Insight and Malayalam Computing are concerned, assessment is quite difficult, as seminars, workshops etc form the main chunk of these projects. Evidently, the IT officials also do not seem to practice what they preach around. The person appointed as the Special officer with the FOSS uses Apple laptop, which has the expensive Mac software rather than the free license software. He is in good company though. Both the IT Secretary and the IT Mission director of the state that spent a quarter of a crore rupees to hold a free software meet, use Microsoft windows applications. Even the website of the international seminar on FOSS concluded in Thiruvananthapuram, was launched using the Arun’s Apple laptop. And here’s a blatant proof on misuse of public money: The Insight project office for which the state government pays the rent, is as well used by the SPACE, a private enterprise |

My response to JMJ's commet at KennyJacob.com followed by his comment that I commented on... confusing? just read.... @ JMJ I too am a bit against the copyrighting softwares… It happens with everything you buy nowadays I am sure you have a internet connection at home, and am also sure you might have not read or if you have read you will disagree to a lot of things in the long paper’s terms and conditions that you had signed. Same with TataSky DTH services too the Dish Antenna and the LNB never belong to you Its become way of life to accept any written conditions on a service that we buy. And in a way I agree with their ways of communicating to us that “We own it! we cannot accept you to distribute or misuse this product” message. What I disagree is the affordability which was not kept in mind while Tagging the price for the products (software especially) which had simply encouraged piracy. And is also the same reason why piracy is openly done and now many SW gaints claim the country is filled with theifs… NOTE : I am not apolitical, but definetly am not communist @ Agni Sharman Interesting - Harthal against MS - Lal Salam way of doing it…I guess… By the way - I work for the Computer Manufacturing and Distribution industry - and I work with both the reseller channel and big people like Microsoft. If you look at the average computer user - they are usually students. Most of the parents buy computers at home so that it can be used by the children. If you put together the cost of all the software - it will be more than the computers hardware itself - with 18500/- you can buy yourself a new computer! Did you know that according to the EULA you are not supposed to install a copy of Windows or office on more that one PC at a time. Also once you have installed on one PC - the LIC limit’s you from transferring the LIC from one PC to another. If the PC dies on you - or you buy a new PC - the old LIC goes with the old PC - you are supposed to buy a new one with every new PC! There are lot of other things as well that is really stupid - like for example - you can buy the Educational edition on Office (which is office basic in a new pack at a marked down price) but then the LIC restricts the usage of the educational product to only students and teachers for educational purpose! (What if the father of the student uses it for typing his company letter?) I do not support the Copyrighting of Software! It is like copyrighting the wheel or the chair or the table. I like the Open Source way of doing it - the software if free - you are charged for the service. |

My reply to Kenny Jacobs's article on Piracy at http://www.kenneyjacob.com/2008/10/27/piracy/
It was a nice read Kenny... thnx!
Anand, it may not be possible to have a sample book printed before you decided to buy the orgininal/authentic versions... but in the case of music and software it is possible to have a trial version.
I too disagree on the high pricing of softwares, especially Microsoft, but we must also remember that a lot of R & D, money and peoples time has been invested along with someone's great dream of implementing such a software or music. We must appreciate it and buy authentic ones after we have used a trial version of the music or software...
Suresh Gopi chetan paryunnapole... software Gaints like MicroSoft must also "JUST REMEMBER THAT!" it is possible to make double or triple amount of money from the open market when the software is sold at a very very affordable price to 10 to 20 times more number of people than the very small number of people they have been selling the current product with the existing pricing.
I had discussed this too after I read a article about the computer dealer association's head claiming that he was not selling pirated softwares, since he wished but out of compulsion. The article is at http://www.simplymalayalees.com/forum_posts.asp?TID=298&KW=microsoft&PID=662
Once software gaints like Microsoft start to become more sensible to the common public and offer affordable prices, people like E. god Suresh (President, All Kerala IT Dealers association) will be happy to convince people not to encourage them to encourage Piracy

Looks like the next in row after Microsoft to feel the heat of Kerala is DLF. The real estate developer DLF Ltd has announced plans to invest Rs 4,000 crore over a period of five years in various parts of Kerala.
The investments involved in the new projects will be the largest by any single developer in the State and DLF will be primarily focusing on the markets of Kochi, Kozhikode and Thiruvananthapuram for creating new projects. All its residential projects will be mega projects with a minimum of 1,500 apartments setting new benchmarks for the industry in the State, he added. The company has also proposed to set up a heritage hotel project in Fort Kochi in the land owned by the erstwhile Aspinwall Ltd. Aspinwall company will be a partner in the hotel project, which is expected to be completed in two years. DLF will be making an investment of Rs 150 crore for the project, he said |

The Kerala High Court said that government should take stern action so that the public will have the confidence to go to streets and open shops without fear on hartal days. Government should give protection to the life and property of the people. In an oral observation, a Division Bench comprising Chief Justice H L Dattu and Justice A K Basheer expressed displeasure at the attitude of the government in not giving “due regard” to the court orders. |

Microsoft India, which had patched up with channel partners in Kerala earlier is said to have extended an unsigned peace pact, to work with channels in the state. Microsoft key officials met representatives of All Kerala Computer Manufacturers and Dealers Association (AKCMADA), the Computers Dealers Association of Thiruvananthapuram (CDAT) and Malabar IT Dealers Association met and discussed the progress of an understanding which was reached during their previous discussion. A meeting was conducted on April 21-22 to discuss the stalemate. A few dealers in the state were raided earlier last year, and it has been reported that a couple of the partners had filed counter suits against Microsoft. Some of the associations conducted a dharna against the raids. Various associations in the state had raised some of the issues faced by channels and several rounds of discussions took place between MS officials and the members of associations. At the end of the meeting an understanding was reached that Microsoft will work with channels closely and the channels will cooperate with Microsoft to grow their business. Channel associations agreed at the end of that meeting to start working with Microsoft closely to increase the MS business out of the state, on the condition that Microsoft will stop harassing the dealer community. There was also an understanding that Microsoft and channels will review the progress of the "new understanding" on a later date, and the meeting at the beginning of this week was the first of such confidence building measures. "We are not making any unnecessary demands with Microsoft such as lowering the rate of software. The problem of piracy is not channel or panel created. If there are a few bucks to be made, every partner will be eager to make it. However, problem of piracy lies with the users, and their demands for pirated software along with the machines," explained P K Harikrishnan, President, AKCMADA. The Microsoft team was not available for comments, but a source from Microsoft said "Microsoft is equally eager to do business with channel partners. We want an amicable relationship, but we are faced with no choice if partners continue selling pirated software despite knowing that it is illegal. We want to work with channels to help them sell more genuine software and are doing everything possible to educate customers." It is understood that Microsoft sales team will now diffuse the tension by helping to close the legal cases (with some fines) against most of the partners who have been raided on a commitment that they will start selling genuine software and work with Microsoft closely. "Microsoft India has agreed that they will not use raid as a weapon to intimidate the channels partners, and try working with them in educating both partners as well as users. It must either educate or instill fear in the users who are using pirated software, and this will create a push for their products, and will help dealers sell better," said Harikrishnan.
